Deflection & Pre-Arrest Diversion

Law enforcement and first responder deflection models are partnerships between first responders and public health and/or behavioral health designed to divert individuals with substance use, misuse, and/or co-occurring disorders from the criminal justice system and connect these individuals to comprehensive, evidence-based substance use and misuse treatment services. There are six frameworks or pathways of deflection or pre-arrest diversion. The resources collected here are a range of materials that provide examples of foundational documents that have been submitted by existing deflection programs from across the United States. These resources include documents that may constitute some core elements of deflection programs, organized by category (Deflection Program Documents, Policies and Procedures, etc.), and easily accessed through the buttons below. Several programs have contributed documents across multiple categories. Resources contained herein were submitted by individual deflection programs and are intended to serve as examples. It is strongly recommended that all resources developed for deflection programs are vetted for compliance with local, state, and federal regulations.
