Thomas Fallon is the Commander/Captain of the Hamilton County Heroin Task Force and Quick Response Team in Cincinnati, Ohio. The foundation of what the task force does is overdose follow-up, which includes hotspot outreach programs where task force members map the locations of the hotspots in the state and then react accordingly. With outreach teams in those areas, the task force conducts outreach efforts and floods the area with Narcan. After a large increase was noted in overdose deaths in the African-American community, a specific team dedicated to outreach in the African-American community was formed, and this has become one of the task force's priorities. They also offer a veterans outreach program, working directly with the Department of Veterans Affairs (VA) in Cincinnati.
